Summary

In response to a growing debate about asset wealth in society, and to growing concerns about the perception and image of social housing, the Government, in its 2001 election manifesto, pledged to 'examine ways in which tenants can be helped to gain an equity stake in the value of their home'. This research report makes a significant contribution towards that commitment.

It is important to be aware that the Government's commitment is to examining the potential for Equity Stakes in social housing. Any policy decisions on the introduction of Equity Stakes or any other policy will be dependent on the evidence derived from this and other research commissioned. No policy decisions or approaches have been determined in regard to any particular model of Equity Stakes at this stage. The policy schemes used in this study were for illustration only to draw out stakeholders' responses.
