Summary
This research aims to establish how far licensing is improving standards of management and property condition in the private rented sector and also whether any other additional measures, or changes in definition are needed. The first part of the study in 2005-06 establishes a baseline position by collecting information on the current situation, the key problem areas, local authorities's plans and expectations about the new licensing arrangements.
