Summary

In January 2008, the government commissioned Julie Rugg and David Rhodes of the Centre for Housing Policy at the University of York to carry out an independent review of the private rented sector. The Review's findings, which were published on 23 October 2008, set out six 'policy directions of travel' of how to raise standards and professionalism in the sector. This paper sets out the government's response and also takes into account the related recommendations made by the Law Commission.

The proposals in this response are designed to encourage the growth of professionalism, tackle bad landlords and provide improved consumer protection.
