Summary

In 2002, the Office of the Deputy Prime Minister (ODPM) commissioned PA Consulting to carry out the first stage of an evaluation of the Private Finance Initiative for Housing Revenue Account properties (HRA PFI). The baseline stage timetable was subsequently extended to include the Pathfinders who signed later than originally anticipated in 2005 and 2006.

This research summary focuses on the key findings, using a range of data sources. These findings set the baseline against which longer term progress and key achievements of the schemes and the programme as a whole can be measured.
