Summary

The Decent Homes (HRA) Housing PFI Pathfinder programme was initiated in 1999 as one of the investment options available to local authorities to deliver decent homes, estate and area improvements and more mixed communities.

This study provides an overview of  baseline conditions on the initial pathfinder estates/areas, against which the longer term achievements can be evaluated.

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
