Summary

This consultation builds upon decisions about proposals taken following an earlier consultation in 2005 and sets out for further consideration how a new licensing system might look. Views are sought on the proposed revised licensing system, particularly including the following key areas: interim licences, site certification; criteria for determining that a licence holder is a 'fit and proper person' and that suitable management arrangements are in place; licence conditions; enforcement notices and related provisions; offences and fines; interim and final management orders; and licensing fee structures.

Our proposals have been developed working in collaboration with stakeholders, and we are grateful for the help we received in developing these proposals.
