Summary

This is the second of three papers prepared by the ODPM in response to an undertaking given in October to carry out "some more focused research into the levels of overcrowding". It deals with overcrowding at the sub-regional level, and seeks to bring together the available data from household surveys (the ODPM Survey of English Housing and the DWP Family Resources Survey). In this paper the term "sub-regional" relates to Counties, London Boroughs, Metropolitan Districts and Unitary Authorities. It will be followed by a further paper dealing with overcrowding at a local level. The note dealing with overcrowding at a local level will also draw on data from the 2001 Census and will be available in summer 2004.
