Summary

This piece of qualitative research was carried out by NOP between 21 June and 6 July 2005.

The objectives were as follows:

  • To understand the views and expectations of a range of non-homeowners to New HomeBuy.
  • To test out various design aspects of the New HomeBuy products amongst potential users.
  • To assess how design aspects may impact on take-up of the product.
  • To assess potential users' preferences for different products and their reasons for this.
  • To examine and explain the reactions consumers have to New HomeBuy products.

The research was based on the HomeBuy products as set out in the ODPM Consultation Paper 'HomeBuy Expanding the Opportunity to Own' (April 2005). All responses should be placed in the context of the consultation. Final HomeBuy proposals have been stated in the ODPM press release of August 11 2005 and in the consultation response Homebuy Expanding the Opportunity to Own: Government's Response (September 2005). These final proposals differ from those shown in this research.
