Summary

The issue of key worker housing is central to the Government priorities of improving public services and creating and maintaining sustainable communities. Delivering these policy objectives relies on the successful recruitment and retention of appropriate numbers of suitably qualified public sector staff.

Research indicates that lack of affordable housing provision for key workers is adversely affecting junior level recruitment for important public services, and having a severe impact on retention - particularly among experienced staff under 40. The housing needs of these two groups tend to differ, in that new recruits may prefer the flexibility offered through shared or rented accommodation, whilst longer serving staff are likely to prefer assistance with home ownership. Accommodation size, type and location preferences may also be different and these preferences are likely to vary by household composition.

In order to inform policies to tackle the important issue of the recruitment and retention of specific public sector workers, the ODPM commissioned this qualitative research to explore key worker preferences in terms of the tenure, location, cost, type and size of housing, and also the future intentions of key workers, in high demand areas.
