The Housing Green Paper, Quality and Choice: a decent home for all, set out the commitment that all social housing must meet specified standards of decency by 2010. This is the first focused research commissioned by Communities and Local Government (the Department) on how the decent homes programme is actually being implemented.
This research aimed to provide information in two key areas: Local authorities' (LAs) strategies for implementing the decent homes programme including how they are coordinating these with other policies and strategies; and the precise nature of the work undertaken to deliver decent homes, with a particular emphasis on measures carried out to meet the thermal comfort component of the Standard.
This report covers the results from the two phases of the study. Firstly, detailed case studies of 14 LAs and 4 RSLs. These covered interpretations of the Standard, implementation, co-ordination with other policies, energy related work carried out and the use of the Energy Efficiency Commitment (EEC). For the Registered Social Landlords (RSLs), the case studies just covered energy related work carried out and the use of EEC. Secondly, a follow-up survey of all LAs and a large sample of RSLs covering energy efficiency work carried out and use of the EEC. The case studies took place between May to July 2005, while the follow-up survey took place in November and December 2005.
