Summary

The purpose of this book is to provide guidance to local authorities and housing associations on the key issues involved in developing and launching choice-based lettings schemes. More specifically, the book:?

• Highlights the key issues that need to be considered in the development and launch phases.
• Identifies the broad lessons that have been learnt from the pilots so that choice-based lettings schemes can be developed and implemented effectively.
• Emphasises the importance of developing policies, processes and procedures that reflect local circumstances.
• Identifies the management and organisational issues.
• Considers the information communications technology (ICT) issues.

The guide is not a detailed blueprint or template for implementing a choice-based lettings system. Instead it is primarily focused on setting out principles and issues that housing organisations will need to consider in developing a system that reflects local circumstances. It is therefore not a toolkit or good practice guide. Also, the report does not include detailed examples from the 27 pilots.
