Summary

This report estimates the potential impact of Home Information Packs (HIPs) on the housing market. In particular, the analysis models what the impacts on the number of properties listed for sale might be, focussing on the period of transition.

The report was originally produced in July 2007, but has not been previously published. The report includes an addendum to reflect upon the changes in the UK housing market since July and the effect these have upon the conclusions of the analysis. It is presented at Appendix 3.
