Summary

HomeSave is a new proposal developed, independently of ODPM, by the Chartered Institute of Housing (CiH) and Shelter, which aims to provide support and choice for social tenants to build assets, including housing assets, without having to buy their home. It has two aspects:

  • provision of money advice to social tenants (including help with savings accounts) and
  • offering social tenants a means of investing in housing.

The scheme was not an ODPM initiative. Small scale qualitative research on HomeSave was undertaken at the request of the CiH by ODPM. The HomeSave research was very small scale (consisting of only two focus groups and two detailed interviews) and was of an exploratory nature to explore potential consumers' (social tenants) initial reaction to the scheme.
