The draft guidance provides a guide to the provisions in Part 2, 3 and 4 of the Housing Act 2004. It explains the definition of a House in Multiple Occupation (HMO) for licensing purposes, the effect of the licensing provisions in parts 2 and 3 of the Act and the circumstances in which management orders can be made under Part 4.
