Summary

This report details the findings of a review and small scale research commissioned by Communities and Local Government in 2007-08. The study was undertaken to inform the Department of current local authority allocations in practice.

The research involved:

1. an initial survey of existing research evidence
2. an online survey of local authorities in South West England and Yorkshire and the Humber and
3. case study work in a diverse set of local authorities in Yorkshire and the Humber and London

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
