Summary

This document forms the first output from the evaluation of Key Worker Living (KWL), which is being undertaken by GHK Consulting Ltd and the Centre for Urban and Regional Studies at the University of Birmingham. The purpose of the report is to provide early feedback to Communities and Local Government regarding the implementation of KWL at this early stage. It should be stressed that this report sets out preliminary issues identified in the work to date.

These issues will be explored and tested in more detail in the remainder of the evaluation, in particular searching the views of key workers.
