The LCHO programmes which this research examined comprised three main forms of provision which are sponsored and publicly subsidised in England through the Housing Corporation and implemented by Registered Social Landlords (RSLs), namely:
Similar schemes to the above are promoted in Wales by the Welsh Assembly Government. These schemes are also covered by the evaluation, with the Assembly associated with the commissioning of the research. The recent 'Starter Homes Initiative' (SHI) in England has largely involved additional provision of similar or variant forms of LCHO and hence this is implicitly covered by the evaluation although this new provision was only just coming on stream at the time of the research.
Other, smaller scale initiatives such as Right to Acquire (RTA), Voluntary Purchase Grant (VPG) and Cash Incentive Schemes (CIS), as well as the long-established Right to Buy (RTB), are referred to for comparison as appropriate.
