Summary

The Office of the Deputy Prime Minister (now Communities and Local Government) commissioned research in November 2003 to assess the effectiveness of the Starter Home Initiative (SHI). In addition to this final report, the research was designed to give interim results which would provide transferable lessons for future key worker housing provision from April 2004. The specific aims of the research were to:

  • evaluate the effectiveness of the SHI in relation to its key stated objectives;
  • assess the impact the SHI has had on SHI purchasers and on retention and recruitment of key workers; and
  • give recommendations to improve the effectiveness of providing housing for key workers for future key worker housing programmes.

The research was undertaken by a team led by Heriot-Watt University School of the Built Environment along with consultants Three Dragons and MORI between November 2003 and October 2004.
