Summary

This report summarises the results of a project to explore the discrepancies in non-decent social sector dwelling estimates reported in a national survey and local statistical returns.

It considers details of definition and application of the Decent Homes Standard by local practitioners and how the Standard is interpreted by the national survey.

The report provides a balanced account of the strengths and weaknesses of each source and suggests improvements in some areas where these are likely to reduce the differences in future years.
