This research summary provides details of the findings and conclusions drawn from the experiences of a number of pilot projects undertaken by local authorities keen to explore ways to address 'problem' private renting. It identifies a numbr of factors influencing the impact of local authority interventions to address problem private renting and points to the actions local authorities should take to improve the impact of their interventions.
The research identifies a number of factors influencing the impact of local authority interventions to address problem private renting. These include the extent to which the local authority is able to develop and resource a strategic approach to local housing markets based on an appropriate level of understanding of local problems, achieving the right mix of supportive and enforcement measures, the ability to work over the longer term with stakeholders to address problems and the appropriate use of statutory powers and legal remedies to tackle poor housing conditions and anti-social behaviour.
A companion 'resource pack' published by the IDEA contains a wide range of materials aimed at assisting organisations develop and deliver effective intervention strategies for dealing with problem private renting.
