This consultation paper is issued in support of the Government's Housing Policy Statement1 following the Green Paper Quality and Choice; A decent home for all. It deals specifically with the proposal that local authorities retaining housing stock should consider separating their strategic role and housing management, and that those authorities which have set up arms length arrangements and demonstrated high standards should qualify for additional resources. Sections 1 to 4 deal with the reasons why Ministers consider that separation is desirable, the form which an arms length body might take, the division of functions between the local authority and the arms length body and the financial arrangements. The remaining sections deal with the additional resources available for authorities setting up arms length arrangements, the proposed criteria for the allocation of those resources and the timetable.
The Department has been helped in working up these proposals by a Technical Advisory Group involving the Local Government Association, the Association of London Government, the Chartered Institute of Housing, HM Treasury and the Audit
