The £70 million Places of Change Programme (PCP) builds on the success of the 2005-2008 Hostel Capital Improvement Programme (HCIP) which is an important strand of our strategy for tackling homelessness, Sustainable Communities; settled homes, changing lives.

Creating Places of Change provides applicants with lessons learnt from the current hostels programme.
