Summary

A study was commissioned by RSD (Research & Statistics Division, Fire & Resilience Directorate) from NERA Economic Consulting to assess the benefits realised thus far by the New Dimension Programme. The main findings indicated that given the nature and quality of the information currently available, there was limited scope for the quantification of ND benefits, and little potential for their valuation. Quantification would be possible for some incidents and for a few benefit categories, but only at high cost in terms of background research and assumptions.

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
