Summary

On 15 December 2003, the Office of the Deputy Prime Minister (ODPM) announced the establishment of a review to examine retained duty system issues in England and Wales in recognition of the long-term recruitment and retention challenges facing the fire and rescue service in this area. As a consequence, a stakeholder group, the Retained Review Team (RRT), was established in January 2004 to take forward the review.

The RRT delivered the report of its findings and recommendations in two stages. The first part was presented to the Practitioners' Forum in July 2004. It concentrated on the strategic issues and identified six key priorities. The second part of the report, delivered to the Practitioners' Forum in September 2004, provided the evidential basis for the conclusions that had emerged from the review. Parts 1 and 2 have since been merged to form this single report.
