In 1998 a target was set to reduce the number of rough sleepers by 2002, by two thirds. The level of rough sleeping was measured by single night street counts in areas where there was a known, or suspected, rough sleeping problem. Since 2002 the street counts have continued to monitor the rough sleeping levels across England.
The 2009 Rough Sleeping England table below provides a breakdown of the 2009 total street count figure by local authority; the table shows the results of the street counts, carried out between January 2008 and May 2009. The table also includes the results of the street counts from 1998 to 2008.
In 2007 Communities and Local Government published policy Guidance on Evaluating the Extent of Rough Sleeping - to help local authorities, in partnership with other local agencies, to carry out a count of people sleeping rough in their area. This guidance explains in detail how the counts are carried out and the procedures in place to ensure consistency in count techniques across England.
