Summary

This paper provides a conceptual framework for analysing the rationale for Communities and Local Government's policy interventions, based on the three main rationales for government intervention known as the "three Es":

  • efficiency
  • equity
  • the environment.

It is aimed at everyone, in the public sector and beyond, with an interest in the Department's policy responsibilities, including those who need to understand the spatial implications of policy. The paper is intended as an introduction to the principles of public economics, and how these apply in a spatial context.
