On 25 June 2010, the government instructed the Audit Commission and 5 other inspectorates to stop comprehensive area assessments. On 13 August 2010, the government announced plans to disband the Audit Commission. These decisions are part of a fundamental shift in power away from central government to councils and communities, overturning decades of increasing central government control.

This memorandum outlines how the government is taking forward the establishment of a new, more localist, audit regime for local public bodies, and the underlying principles on which the government believes any such regime should be based.
