The developments in digital technology over the last decade have been rapid and widespread. There is no reason to believe that the coming decade will have any less change. The developments in digital technologies have been matched by widespread adoption in the UK of digital radio, TV and the internet.
The challenge of the last decade was digital inclusion, but as more and more of the population see the benefits of digital technologies the challenge now becomes one of
understanding offline consequences of the online world. These consequences may be for people, businesses and communities who cannot, will not or just don't understand digital technologies.
The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
