Summary

This report examines sources of resentment, and perceptions of ethnic minorities among poor white people in England. It is based on qualitative research in four areas and was produced for Communities and Local Government by the National Community Forum. The research was undertaken by a team from the University of West England led by Dr Steve Garner (who has since moved to Aston University).

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
