Summary

Whilst all NDCs have developed Delivery Plans as a guide for action, for some NDCs there has been a need to develop more fundamental and strategic programmes to transform neighbourhood infrastructure, housing, local retail outlets, transport connections, open spaces and so on. Masterplanning programmes have been developed by these NDCs to ensure the proper sequencing of interventions during the process of transformation, while retaining and building community support at each stage in the process - has been adopted.

This report identifies some of the main issues, learning points and practical dilemnas from NDC involvement in masterplanning.
