This evaluation examines how, since inception in 2002, the National Community Forum, consisting of 20+ people with direct experience of Neighbourhood Renewal, Homelessness and Social Exclusion, has engaged with government, in particular the Neighbourhood Renewal Unit (NRU) and the wider Tackling Disadvantage Group (TDG) within the former Office of the Deputy Prime Minister (ODPM), now Communities and Local Government.
The evaluation explores how the Forum developed and started to engage with government, and the implications, both for Forum members and for civil servants, of this new form public 'participation'. It examines the processes and structures through which the Forum has worked, identifying lessons learnt so far. It concludes that the Forum has influenced policy and practice development and been partially successful in opening up Government to wider influences; but that it now needs to be far less dependent on individual commitment and good will, and become more a 'normal' part of the policy process.
