Summary

Civil Renewal: a new agenda, is the published version of the CSV Edith Kahn Memorial Lecture, given by the then Home Secretary David Blunkett MP. The pamphlet outlines the vision of 'civil renewal' as the centrepiece of the government's reform agenda, essential to redefining the relationship between the state and the people its serves locally as well as nationally.

The lecture covers the concept of Active Citizenship, the role of communities, the relationship between assets, citizenship and community and the involvement of citizens in shaping and reforming public services. The Home Secretary goes on to consider police reform and accountability, reform of the Criminal Justice System and the establishment of a new centre for the study and evaluation of Active Citizenship. The lecture should be read alongside the subsequent Scarman lecture made to the Citizens' Convention on 11 December 2003 and the Together We Can action plan, published on 28 June 2005.
