Active Citizens, Strong Communities - progressing civil renewal, is the published version of the Scarman lecture given by the then Home Secretary David Blunkett MP to the Citizens' Convention on 11 December 2003. The pamphlet sets out the vision of civil renewal as 'strong, active and empowered communities - increasingly capable of doing things for themselves, defining the problems they face and then tackling them together.'
Three ingredients are essential to achieve successful civil renewal; active citizenship, with citizens being given more opportunities and support to become actively involved in defining and tackling their communities' problems and improving their quality of life; strengthened communities, helped to form and sustain their own organisations, brining people together to deal with common concerns; and partnership in meeting public needs, with public bodies involving citizens and communities effectively in improving the planning and delivery of public services.
The pamphlet provides practical examples under each of the three headings and concludes by calling for the ethos of civil renewal to be widely adopted across public services and policies. The lecture should be read in association with the Edith Kahn memorial lecture, Civil Renewal: a new agenda and the government's Together We Can action plan, published 28 June 2005.
