Summary

ERM Economics and the University of Cambridge were appointed by the Office of the Deputy Prime Minister (now Communities and Local Government) and the Inland Revenue (IR) to undertake a feasibility study investigating the 'Evaluation Issues for the Urban White Paper Fiscal Measures'. The study was also supported by HM Treasury's Evidence Based Policy Fund.

The specific objectives of this study are to recommend an evaluation framework methodology which:

  • examines how to quantify the impact of the fiscal measures in terms of additional land and property brought back into use;
  • identifies the processes by which such measures lead to additional land and property being brought back into use;
  • identifies the wider benefits that may accrue following the impacts of such incentives; and
    examines how to assess the cost effectiveness and value for money of the measures
