The Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 came into force in March 2007 and are available from the Office of Public Sector Information website at http://www.opsi.gov.uk/si/si2007/20070991.htm (external link). Minor amendments were made to the Regulations in July 2007, and these can be found at http://www.opsi.gov.uk/si/si2007/20071669.htm (external link).

The Regulations apply in England and Wales. Analysis of the energy efficiency of Dwellings
The following report provides some analysis on the energy efficiency of dwellings. This work was commissioned by the Office for Climate Change. Asset Skills
Asset Skills (one of the Sector Skills Councils) is working with the Department to develop a suitable set of qualifications to support the introduction of the measures described here. The aim of these qualifications is to provide customers with confidence in the accuracy of the Energy Assessments.

The EPBD Buildings Platform
The EPBD Buildings Platform is an information service for helping the implementation of the Buildings' Directive. The service is managed by INIVE (http://www.inive.org (External link) on behalf of the EC Directorate-General for Energy and Transport. This service is useful for practitioners and consultants, experts in energy agencies, interest groups and national policy makers in the 25 Member States plus Bulgaria and Romania.

Its objective is to support the full and continued implementation of the EPBD by:

  • Setting up mechanisms for the transfer of information between all stakeholders;
  • Helping implement the Directive by specific actions and co-ordinating the activities of the various stakeholders;
  • Providing input and tools to support the Commission and the Member States in the follow-up and evaluation of the impact of the Directive.

Home Information Pack Programme
The introduction of the Home Information Pack Programme is closely related to the implementation of Energy Performance Certificates. Energy Performance Certificates are going to be provided as a key part of the pack.

Building Performance Directive Implementation Advisory Group
The (EU) European Energy Performance of Buildings Directive (EPBD) Directive Implementation Advisory Group (DIAG) has been established to advise the UK Government on the energy performance of buildings and the implementation of the European Energy Building Performance Directive in a timely manner.

The Code for Sustainable Homes
The Code for Sustainable Homes will be the single national standard for sustainable homes. It is being introduced to encourage the housebuilding industry to construct, and consumers to demand, greater standards of sustainability within new homes. The Code includes minimum standards for energy efficiency and water efficiency, and rewards sustainability performance across a range of other design elements. There will be synergies with the Energy Performance of Buildings Directive, for example the information required for Energy Performance Certificates will be the same as that required as part of the energy efficience section of a Code assessment.
