Directive 96/82/EC (the Seveso II Directive) on the control of major accident hazards involving dangerous substances came into force in February 1999. The Directive requires Member States to ensure that the objectives of preventing major accidents and limiting the consequences of such accidents are taken into account in their land use planning policies.
In the UK, these obligations have been implemented through the Planning (Hazardous Substances) Act 1990 and Regulations made under the Act which includes the Planning (Control of Major-Accident Hazards) Regulations 1999 (the COMAH Regulations).
