Sustainability Appraisal and Habitats Regulations Assessment of the Draft Planning Policy Statement and the Eco-towns Programme

The Sustainability Appraisal (SA) and Habitats Regulations Assessment (HRA) which accompany the Draft Planning Policy Statement: Eco-towns - Consultation have been prepared by the planning consultants Scott Wilson for Communities and Local Government.

As the appraisal has been undertaken at a strategic level, it is broad in its assessment, conclusions and recommendations. It provides a 'snapshot' of locations and proposals in September 2008, recognising that the proposals are still being developed. It constitutes the first of a series of successive assessments that will be required as eco-town proposals are taken forward.

The SA and HRA should be read in four parts:

  • The SA of the draft Planning Policy Statement (PPS)
  • The SA of the Programme: Introduction
  • The SA of the Programme: fifteen locational chapters
  • The SA of the Programme: Conclusions

The sections above are accompanied by a Non-Technical Summary which summarises the findings of the SA and HRA of the draft Eco-Towns PPS and Programme.
