PPS10: Introduction

A package was announced by Government which, as of 21 July 2005, will help councils deliver the waste management facilities urgently needed to manage waste more effectively.

Local Environment Quality Minister, Ben Bradshaw, explained that these changes come at a crucial time.

"We need to divert as much waste as possible from landfill sites; not just because space in landfill sites is running out and we have tough European targets to meet, but because we want to manage our waste in a more environmentally sound way.

"Councils need to act now to make the most of the new framework - putting in place realistic, long-term, integrated strategies and plans to deliver the right facilities on time and where they are needed most."

Baroness Andrews, Planning Minister in the Office of the Deputy Prime Minister (ODPM) added:

"There is a determination across Government to deliver more modern and sustainable waste management for future generations. The close co-operation between our departments has been the key to putting together this new approach.

"ODPM's new planning policy will help deliver strategic waste planning as part of the flexible new system for local and regional plans introduced under the 2004 Act."

The package consists of:

  1. New guidance on the preparation of Municipal Waste Management Strategies at Defra: Waste Planning (external link);
  2. A new Planning Policy Statement 10: Planning for Sustainable Waste Management; and
  3. Changes to Waste Management Decision Making Principles in Waste Strategy 2000 at Defra: Waste Planning (external link).
