Building and Approved Inspectors (Amendment) Regulations 2006 (SI 2006/652)

The Building and Approved Inspectors (Amendment) Regulations 2006 (SI 2006/652) (external link) introduce changes to the Building Regulations 2000 (SI 2000/2531) (external link) and The Building (Approved Inspectors etc) Regulations 2000 (SI 2000/2532) (external link). Changes include:

new energy efficiency requirements
implementation of the technical requirements in Articles 3 to 6 of the Energy Performance of Buildings Directive
amendments to the electrical safety requirements
amendments to the Competent Persons provisions in Schedule 2A
amendments to the list of works that need not be notified in Schedule 2B
other minor changes

Transposition Note (download below)

The Transposition Note explains how the government has to transpose Articles 3 to 6 of the Energy Performance of Buildings Directive (2002/91/EC) into law within England and Wales only. Scotland, Northern Ireland and Gibraltar are implementing separately.
