Proposals for unitary structures must have a completed financial framework to help in the analysis of the likely costs. Councils submitting a proposal for a unitary authority based on existing county authority boundaries should complete this framework.

Urgent update: Corrections to spreadsheet (19 January 2007)

The updated county area framework corrects an error identified in the linking and summing of cells in the Summary Sheet. This has now been corrected.

Authorities that have not already completed the spreadsheets will wish to download the updated version below.
