The local government services market delivers a diverse set of services and is a key feature of local government where it expends around half its expenditure on suppliers (including goods, services and third party payments) equating around £55 billion in England per year.

The health and competitiveness of local government supply markets is of interest not only to commissioners and providers, but also to policy makers, both nationally and locally. Equally, it is the case that developing a more diverse and competitive market is a key issue for Government as a whole, in driving forward further performance improvement, delivering efficiency and transforming local services.
