Annual Efficiency Statements

During the 2004 Spending Review period, covering the financial years 2004-05 to 2007-08 inclusive, councils in England were required to submit Annual Efficiency Statements to report their progress on the achievement of efficiency gains. Three types of statement were collected from councils each year (except 2004-05, where only the last of these was received):

  • Forward Look Statement: the forecast for new gains to be achieved over the course of that financial year.
  • Mid-Year Update Statement: the revised forecast and outturn efficiencies achieved in the first six months of that financial year.
  • Backward Look Statement: the outturn for new efficiency gains achieved over the course of that financial year and the cumulative achievement since the start of 2004-05.

The Annual Efficiency Statement process has now been discontinued and councils report similar data through National Indicator 179 (NI179), as part of the new National Indicator Set (NIS). Guidance for councils on how to measure and report NI179 can be found on the efficiency information page.
