Lifting the Burdens Task Force Review of the Home Office and Youth Justice

The Lifting the Burdens Task Force Review of the Home Office and Youth Justice was led by Philip Bostock, Chief Executive of Exeter City Council. This review examined the working relationship between the Home Office and local government and made recommendations for increasing local flexibility in the areas of:

  • performance management and inspection of local community safety services, particularly under the new APACS framework;
  • support for local authorities and partnerships to improve services;
  • performance management framework for Youth Offending Teams from the Youth Justice Board;
  • the flexibility of community safety related funding streams from the Home Office;
  • how the police, local authorities and communities work together on crime and safety issues.

The report makes a total of 18 recommendations seeking to free up local services to meet real local needs. The Task Force found many encouraging signs of new ways of working from the Home Office and calls on Government to deliver the promised flexibilities in full.
