Lifting the Burdens Task Force: Review of Financial Management Burdens

Published: May 2008.

This review was led by LGA Director of Finance and Performance Stephen Jones and examined the burdens placed on local authorities' financial services by government departments. The review examined administrative burdens in the Private Finance Initiative, in the assessment of councils' value for money and in the data returns that councils make to central government.

Whilst acknowledging that progress has been made, the report makes a number of recommendations to cut unnecessary bureaucracy in areas including approvals for council PFI projects; the Audit Commission's process for assessing value for money; and duplication in financial data returns.
