Lifting the Burdens Task Force: 13 steps to reduce performance management burdens

The task force is initiating a range of projects over the coming 18 months to examine the nature of the relationships between individual Departments of State and local government with a view to identifying specific recommendations for change that will lessen the burden and result in greater devolution and flexibility for local authorities to deliver and report on the services that matter to their local communities.

The scope of the task force's work is much wider than just examining performance indicators (PIs). LBTF reviews cover a range of performance management burdens that inhibit innovation, and quality service delivery, divert us from key agendas or are costly to collate. These can range from guidance and plans to funding regimes, regulation and inspection, which go to the heart of the relationship between central and local government. However due to the Spending Review's role in determining each government department's Public Service Agreement targets and which indicators will be used to measure achievement of the national outcomes the task force felt it was important to produce a report that focused on targets and indicators more specifically.
