Introduction to the Supporting People Programme

The Supporting People programme went live on 1 April 2003, drawing together nine different funding streams, including Transitional Housing Benefit. The programme provides services, which help vulnerable people including:

  • victims of domestic violence
  • older people and
  • teenage parents

live independently in their accommodation.

On 12 February 2004, the Government announced the Supporting People allocation for 2004/05 of £1.8bn, which will fund housing related support services for over one million vulnerable people.

Supporting People provides a strategic framework for planning and funding housing-related support services. It also offers an estimated 250,000 units of housing support compared to around 100,000 units three years ago.

An Independent Review of the programme was commissioned last October following significant growth of the Transitional Housing Benefit element of Supporting People, which had increased by £400 million from the original estimates by local authorities announced in February 2003. The Review was asked to examine the overall value for money of the programme and the variation in costs and services across local authorities.

The Review has made 39 recommendations, many of which are inter-linked. We have implemented those recommendations that required urgent action. Others will take longer to implement and we want to plan this carefully to maintain stability in the service provision.
