Local authority housing strategy and business plan data

This section shows the district level data we collect annually from all 354 local authorities under one of our main collection processes (formally known as the HIP or Housing Investment Programme). The data are considered essential for central, regional and local governments to have an understanding of its housing situation and how policies affect it.

The data are needed for many purposes. Data from the Housing Strategy Statistical Appendix (HSSA) return provide evidence to support the local authorities' housing strategies whether they own stock or not. For stock owning authorities only, data from the Business Plan Statistical Appendix (BPSA) returns are needed to assess: how well they are managing their stock; and their future plans for improving their stock. Other important uses include: monitoring of government policies and Public Services Level Agreement (PSA) targets; performance assessments including Audit Commission's Comprehensive Performance Assessment (CPA); funding allocations (housing capital investment and other specific funding such as the Disabled Facilities Grants); and to respond to Parliamentary Questions.

For financial figures, data in this section mainly focus on capital (not revenue) expenditure (not allocations). Details of the amount of housing capital investment allocations (currently the Regional Housing Pot, previously HIP allocations) and Disabled Facilities Grants funding allocation are available in the Local authority housing finance policy and the Housing adaptations for disabled people sections respectively. The former also provides Housing Revenue Account allocations data which include the allocations of Major Repairs Allowances and Management and Maintenance Allowances
