Electronic Survey of Empty Homes (ESEH)

The Electronic Survey of Empty Homes (ESEH) uses an XML schema to help Local Authorities (LAs) provide better information on empty homes to improve the match between the supply and demand of housing.

The data used is extracted from LAs Council Tax (CTAX) systems and consists primarily of exemption and discount codes, plus actual discounts. In the past LAs have provided this on a standard spreadsheet - a time consuming and inefficient process.

ESEH simplifies the whole process by automatically extracting the data from the CTAX systems, using the XML schema, and submitting it to Communities and Local Government for analysis. As the schema also simultaneously extracts the data needed for the annual CTB1 survey, LAs are relieved of the burden of carrying out both surveys.
