Local authority landlords are responsible for the management, maintenance and major repairs to the properties under their control, and for the granting of tenancies and collection of rents in these properties.
As landlords local authorities may also be involved in wider aspects of social welfare not strictly related to the strict definition of the landlord function, including housing benefit and rent rebates, supporting people, and management of anti social behaviour. These functions may benefit the wider community, not just the tenants living in the council's housing stock.
