Passage of the Commonhold and Leasehold Reform Act 2002 through Parliament

A look at the key dates and events as the Act made its passage through the parliamentary process.

A draft Commonhold and Leasehold Reform Bill and consultation paper was published in August 2000. This consulted on the details of both the commonhold, and leasehold reform proposals.

Over 1000 responses were received to the leasehold part of this consultation paper, and an analysis of these was subsequently published. Any changes required to the draft Bill following the consultation process were then made before it was presented to Parliament.

The Bill was then introduced before Parliament (House of Lords) on 20 December 2000. However, before it could complete its Parliamentary journey a general Election was called for May 2001. This dissolved Parliament and meant that any Bills before it that had not gained Royal Assent by that time were unable to proceed further. This included the Commonhold and Leasehold Reform Bill.

However, on 21 June 2001, shortly after the General election had been concluded, the Bill was reintroduced to the House of Lords for a second time. The Bill then had various readings before both the House of Lords and House of Commons before it gained Royal Assent on 1 May 2002.
